Can any cue maker recreate rind work?

thinking about having a shaft made but only if the cue maker can make the shaft to my specs and match the ring work.

it's a flat bottom 3/8-10 pin
 
Stich rings can be recreated , but some like Zinola just for a example , use a CNC to put diamonds a such in the rings . We , that do J/ps are asked to recreate rings all the time , some we can some we cant . Jim
 
You're asking about two different things.
Not any cuemaker, but certainly many cuemakers can match ringwork.
One issue is the veneers. How old are they and where did they come from? I offer more colors than most (nearly 50), but by no means do I have all the colors available. Invest in a pair of dial calipers if you want the thickness of the rings to be similar to the butt if you don't intend to send it off to be matched.
The guys that can accurately match your taper is more limited, depending on your specs. Unless a guy happens to have a taper bar to your specs, he'll need a CNC to re-create the shaft. That is, unless he plans to hand sand it to size (something I'm not a fan of.) Many well-equipped shops will have the 3/8-10 flat bottom tap.
You'll have better responses if you show pictures of your ringwork and give your shaft specs.

to make the shaft with no problems.

As stated before the ring work for most cue builders should not be a problem. IMO I would find a maker that you like the taper and play of their shaft and have them make it for you. To me that is going to be the big difference between builders. I think that you would be the happiest with the finished product going this way. JMHO
