How do cuemakers decide when the moisture content of a piece of wood has reached the point that it is ready to use? Is there a specific percentage that is acceptable for all woods??

I like to see somewhere between 6 to 8 percent moisture. Above 8 %, I won't use it until it drys more.

I have found that black palm will never read much below 10%.... I don't know why. Just my experience.
