This is the way that I grip and use the cue whether using low or high spin.

Only I move the grip hand in 2" increments from the front of the cue.
2, 4, 6, 8, 10 and finally 12 inches. With using this system it is extremely important that you go to your end of stroke. (finish) And that the stroke be excellerating.

This style of cue control was taught to my instructor as passed down from Vernon Elliott.

Been using it for years because it works.

This technique might work but it's not because all three shots are made at the same cue tip/cue ball contact speed as that would defy the laws of physics. From looking at the pics below of the 3 shots at the 57 sec, 1:23 min and 2:09 min marks when the forearm is perpendicular to the table the distance between the cue tip and the object ball diminishes as the cue is gripped further back.

For the pendulum stroke to be consistent it requires good timing to ensure the forearm is perpendicular to the table at the moment of tip contact with the cue ball to keep the tip on a straight line throughout the contact period. If the tip is diving at the moment of contact(which it would with a pendulum stroke when the forearm is forward of perpendicular at contact) the effective forward speed of the cue will be less than a tip that drives straight through. This means that when the shooter in the pic at the 57 sec mark with his grip held forward and the forearm perpendicular well before cue ball contact the tip will be diving at contact resulting in a slower effective forward speed even though the forearm is moving at close to the same speed in the other 2 shots. Watching him dive his tip into the table on each shot certainly shows the effects of the pendulum stroke.

The lack of consistency alone is enough for me avoid this technique especially since I am not the best at timing. I also suspect that this technique would not work very well if at all if an elbow drop stroke is used instead of a pendulum stroke. On the other hand if it works well for you then it shouldn't be discarded.

Furthermore nothing to do with *control*.
 
Brandon's videos are clear in their presentation. Some of his methods are innovative. Good basic primers and once in a while, some food for thought.
