J&J's are economical and offer plenty of bang for the buck. Aska also provides a solid hitting model for relatively cheap.
Regarding your tip selection, this is almost always a matter of personal preference. White Diamond tips are not necessarily better, nor worse, than other varieties of materials such as phenolic, leather, G10, etc. Piccone's are rather hard, so keep that in mind while weighing out your options.
Furthermore, if your budget could accommodate, I would highly recommend saving your resources to invest in a cue by Steve Lomax. Alex Brick, as previously mentioned, also manufactures a sound cue. Both have turned out great tools for our community over the years.
