The break cue doesnt make balls. Assuming you are getting a good rack, mess around with where you are putting the cb, where are hitting the head ball, and vary your speed. Different tables break differently, some like hard breaks, some like medium speed, some tables break better from the rail, some from the middle.
If its your home table, you can reset the rack area by replacing the spot, wiping the rack area down with a damp cloth, then rub it with the edge of a rack. Rack the balls and lightly tap them in and wait for it to dry.
If you just really want a new break cue, try a McD Stinger. Nice quality, and IMO good energy transfer into the cb.
