This is nonsense. You are as capable of determining if a ball is frozen as your opponent is. What you seem to mean is that the only way you will admit that the ball is frozen is if he calls it.
Rolling on a ball that both you and your opponent know is frozen, then claiming that you haven't fouled because he didn't call it frozen AGAIN, might be within the rules but it's shady from start to finish. If I can't trust a player with something like this how can I trust him not to move the balls or change the score when I'm not looking, or even just steal the money? I want nothing to do with such a person.
