A few things...
I'm more outraged by how slow boyes plays than anything he could do on the table. He's probably the most boring pool player there is to watch.
I believe what constitues a foul is determined during the player's meeting, so it's possible he was well within his rights.
The four ball...whatever happened there, there is a big difference between not bothering to get your cue out of the way after the 9 has gone in and touching a ball in play. It is BEYOND BELIEF americans don't play all ball fouls - it is embarrassingly amateurish. Boyes comes from english pool/snooker background, where there is an almost hysterical zeal about claiming your own fouls, no matter how insignificant they are.
