If you are looking for meaningful opinions you might want to clarify.
If you could define what "best" means to you, it might help a lot.
Do you have preferences to narrow things down a bit?
If I said who makes the best full spliced cue with a good leather wrap for under $800 that has a reasonable delivery time I might still get several opinions but it should at least give you some idea.
Otherwise you will get pages of opinions and it wont help you much. Also if you search the forums you will see many, many such thread already exist.

I haven't had the chance to use a lot of customs, but the first time I picked up a Pat Diveney, it was perfectly balanced, looked fabulous, and I was immediately in love with that cue. My opinion at that time was- nobody can make a better cue than this one.

Ouch man! I have no affinity for meuccis, but I don't think you can put those two in the same boat... Bob was a huge influence in the cue world, DP not so much.
I'm not sure if the OP is serious or just trolling. If you think about it for two seconds, the answer should be obvious.
What can you tell me about these cues. How do they hit? I have read some about them, but would love a personal opinion of them.
