No, they win by legally pocketing any one of the last 3 balls left on the table (which might not be the 7, 8, and 9) or by legally pocketing the 9-ball before just 3 balls are left.
Yes... if they make the 7 then they automatically win that game as long as they don't scratch or commit any other fouls and they also pocket 6 more balls on that same shot.

No he will not win with a 1-7 combo after a dry break.
The last three means exactly that if he (legally) makes one
of the last 3 balls on the table he wins. A 1-7 combo leaves 8 balls
still on the table and assuming he runs them in numerical order
would mean he wins when he makes the 6, since the 6,8,9 are
the last three balls on the table.
Only if you give hime for example the wild 7 and the last 2 can
he win with an early combo on the 7 or making the 7 on the break.

No, that would be spotting them the "7,8,9", which is different than the "last 3".
As others have said, the "last 3" means you have a money ball (other than the 9) ONLY when there are 3 or fewer balls left on the table.

Exactly. The last 3 is the last 3 regardless of ball number.
Say you break in the 7 and 8.The last 3 would be the 5--6-9.
He wins if he sinks the 5 or 6.
But can't make then early though, that may confuse some....
That explanation is worse than a $1,50 tap water.
The last 3 dont exist until there are literally the last 3 balls on the table. Then, all the balls are money balls.
