Thanks for clarification. Depending on your country of origin and how much 'power' your passport has, the outcome may also vary. Austria for example is part of the Visa Waiver Program and therefore, our athletes don't need to apply for a B-1 visa. They just enter the U.S. as Business visitors. Never heard of any problems about how often they travel to the U.S. I know of some players who travel to the U.S. for a couple of events, but between events they get back home.
 
Who's paying for all the return trips for these people?

Meanwhile, the current regime has left the entire Southern border open to whomever wants to come across with whatever contraband they can carry.

All of those examples of others being allowed, while some are not, shows that it is NOT about health, safety, fairness, liberty, business dealings, or any other thing but control.

How are folks supposed to earn a living when that is made illegal, for nothing more than some micro-tyrant's bad day at the airport?

tend to agree but if one is coming here to work there are visa's which will avoid the problems. pro pool players need a P1 in most cases. good for five yrs with a 5yr renewal for a 10yr total.

When they're not, folks might not like being sent back to the State they are trying to leave.

According to your immigration law buddies, are DO and DD not allowed to apply for the correct Visa until their ban is lifted? I mean, if they apply for a P-1 and are granted one, would they be able to travel to the US prior to the expiration of their non entry status?

Didn't ask that specific question. Getting a ban reduced/overturned is not easy. Sometimes if the said visa holder is the child of a US citizen/GC holder these bans are sometimes overturned. If the holder is just a non-immigrant traveler/visitor then overturning bans is often impossible. Its a mess. To quote W. Zevon its all about 'lawyers, guns, and money'.;)
