That's 11 or 12 rounds. Maybe 13 because of only 7 tables. The losers-bracket rounds will set the pace. Do you have any slow players?

Double elimination is the wrong format.

Maybe they expect some slow-as-molasses up-table players. I think it is a pretty standard solution, but I've never played with that rule.

Do you have a better suggestion for protecting the tournament from snails?
 
I'm too lazy to count and all right now, but I think this will be done in one day, around midnight. Race to 3/2 with Grady rules should go pretty fast.
 
i think four in the kitchen is better but either way it speeds up play. another is to use the Derby rule where both players can't owe a ball ie if both owe one they're now even or if one owes two and the other owes one they would be -1 and even. stopping or at least minimizing long uptable wedge games are key to running an enjoyable 1p event.
 
Also will it really fill at 28 players? $120/150 is a fairly big entry fee for most local events. If it only gets 16 players it could be done in the early evening.

$120 isn't as much as it used to be. I think for most one pocket players this is relatively good action. In my area we are blessed with the Hardtimes weekly one pocket tournament -- $20/$30 entry with $100 added ($300 on the first weekend).

How much does the house usually skim (not just Hard Times, but generally)?

A race to 3 will average three hours, and a race to 2 will average two hours. Some matches will go long, some shorter. Most of the slower players will take one hour per game unless someone busts open the rack.

I was just in California and played a guy not known for playing fast. I played as fast as I could most of the time, sometimes to my detriment, and we averaged 1 game per hour. I’ve played plenty of race to 3 that went hill hill and took 5 hours, not my fault I couldn’t run 8 and out🤣

I may have overestimated the speed of the players, I'm used to watching pros. I think the longest game I've seen is about 45 minutes and the typical game is around 15 minutes.
