I think the first year in Atlantic City there was a minor official at each table to scored and ran the clock. They may have also racked. In addition there were area referees. There was a very large problem with the scorers-timers not showing up in Atlantic City. You need about twice as many staff as tables, or people get overworked. At least the scheduling doesn't run matches for 16 hours a day like at some tournaments.
Modern chess clocks have features that solve most of the objections I've seen above. We used them in two leagues around here. I have heard they are used in carom leagues in Europe. They let you spend five minutes on a single shot if you really want to but then you have to be quicker on most shots.
