Another chicken shit “foul”

I personally believe that, 2 seconds before someone is going to die, it should be legal and God's will that their enemies could brutally murder them. Unfortunately this is not Nam, Smokey, there are rules. Those rules happen to be written down. Anyone complaining about going to prison for murder because they can't wait 2 seconds is an idiot. Whoever defends the idiot is something else entirely

I’m a rules nerd. But this is outside my expertise. What is the foul? These WPA rules? What was the very specific citable rule that was violated? I haven’t found a specific rule in my readings that was tripped. I tried my best to “rules lawyer” it and didn’t see it. And why did they re-rack and not spot the 9 and give BIH?!?
 
my biggest issue with this rule is that for the outside viewer, a pool player getting the balls out is a "kind" gesture towards the ref, who then has to do less work (i know it's an ingrained, automatic movement, i do it too). i think the WPA rule says that the in-play ball(s) must stop moving before balls are dug out
 
so the guy that made the last ball was bringing balls onto the table while the cue ball was still in motion. was that the foul in a tournament?
Well, if they are playing by WPA rules, that is not exactly a foul. It is unsportsmanlike conduct. The game does not end until all the balls stop moving. Players are not allowed to intentionally touch any object ball during a game -- doing so is unsportsmanlike conduct. The referee is supposed to make the penalty fit the crime for unsportsmanlike conduct. I think loss of game is not appropriate in that situation, probably.

In some tournaments the tournament management has set up specific punishments for specific actions and taken away the ref's discretion. I don't know whether that was the case here.

Can you cite the specific rule? I’m just not clear an already pocketed ball is still defined as an object ball.

Rule 6.6 says that if a ball is touched intentionally -- and it does not distinguish between in/out of play -- then 6.17 Unsportsmanlike Conduct applies. Touching balls that are out of play for whatever reason is not mentioned explicitly. I think it should be. It used to be.

Also "in play" and its opposite are not defined.

According to a strict reading of somewhat unclear rules, both of those actions are unsportsmanlike conduct. Then the question comes up about a reasonable penalty, since it's up to the discretion of the ref. A warning, such as, "Please let me get the balls," seems appropriate.
