Well, if they are playing by WPA rules, that is not exactly a foul. It is unsportsmanlike conduct. The game does not end until all the balls stop moving. Players are not allowed to intentionally touch any object ball during a game -- doing so is unsportsmanlike conduct. The referee is supposed to make the penalty fit the crime for unsportsmanlike conduct. In some tournaments the tournament management has set up specific punishments for specific actions and taken away the ref's discretion. I don't know whether that was the case here.

According to a strict reading of somewhat unclear rules, both of those actions are unsportsmanlike conduct. Then the question comes up about a reasonable penalty, since it's up to the discretion of the ref. A warning, such as, "Please let me get the balls," seems appropriate.Would it still be a foul if he had taken the ball out of the pocket but NOT set it on the playing surface?
