1-ball in the same side (lower) as CB sits. {Only reasonable shot I see}

foul up table to the corner pocket area on the opponent side
cross the 1 ball
bring cue ball to the head rail and then back down below the 2 remaining balls near the spot on his side
now i get to either cut the back ball (4th in line) or play safe first
There is probably some sort of trick shot where you can bank the 3 towards your hole and follow through to push the 2 out of harm's way, but I don't know that. What I'm playing "today" is this, and make the game an up table game again.

Banking the 3 also opens up the other balls - and if hit at the right speed they'll both end up on my side too.

MY total concern from this position is 'Control of the CB'!
90% of my attention is focused on that!
This is 'My' option:
Contacting the 3 ball at least 80% Full having enough speed on the CB to bring it 2 cushions to rest on the 'First diamond on the short rail by my opponent's pocket. Applying 5 O'clock English.
The 1 ball will travel to the far short rail and come to rest around 3 diamonds away from that short rail in the middle of the table.
The 2 ball only moves a 5" or 6" forward and to the right a little.
The 3 ball will bank across and land about 1/2 diamond behind the 2.
The 'Ideal' result would be for the ALL the balls and CB line up on a 'Diagonal line' (each ball covering the other) forcing your opponent to Only play off the 3 ball, 'Jacked up'!

Nothing fancy for me. I'd go thin under the three and spin down to the bottom rail.

No, I missed that.
But frankly, looking at your diagram I think you're putting too many balls in motion and it is unlikely that you'll be able to securely control all four of them. I think the right shot is just to nick the one ball and bring it back towards the spot and send the CB to the end rail. It's much easier to do and if you don't disturb the two and three it's less likely your opponent can get get out if you mis-hit the one.

But it doesn’t have to come out perfect ,the percentages of it coming out perfectly more than not aren’t there imo , 1 ball could easily be shot at with another rotation
This also doesn’t put the opponent in much danger
Skim the 3 and back up table by the corner from here
That’s my personal thing with the foul shot
Id rather not open them
It doesn’t have to work out for you shooting into them from up table
taking a foul is gonna work 100 percent of the time and zero risk given and more pressure put on imo
