Why do spectators put marks/markers on the table cloth while players are getting ready to shoot?

if the ref marks the table its so the ball can be returned to orig. spot if moved. i've seen pics of filipino gambling matches where the bets are written on the cloth.
I think it's so the balls can be put back if accidently moved. In the small number of times I've watched Filipino matches, I've never seen the marks used.
