AGAIN: they're marking the positions of the balls with little pieces of chalk. its done in case the balls get moved so they can go back. every 'pino match i've watched they do this.

NO clue what you're talking about, the only times i've seen a 'pino table marked is : 1.Marking balls position 2.Writing the bet(s) down, usually in the corner at one end of table. Never seen anyone place objects of any kind on the table.

There is usually just one referee per match, but often a second person does the racking. That second person (or the ref) might also be responsible for cleaning the cue ball. To mark the cue ball they may just wet their fingertip and put a spot of damp where the ball is marked to replace it afterwards. This differentiates it from the chalk mark of an object ball.

The absolute most interesting thing is all the betting that goes on between games with hand signals etc. In some case a bet might be marked along the rail as well with a coin. Bets are paid off after each game and the next rack is delayed until all bets are paid and new ones made. It can often take up to five minutes between racks in a heavy betting session. The incoming player (breaker) must wait patiently while this process is playing it. He's in for a cut if he produces a winner.
