Yes, you can miss even if the cue ball lands on the ideal contact point. For example if you shoot a long stop shot with unintended sidespin. But I think you already know this. I'm curious about what you're getting at.
As Bob mentioned, even a straight in shot can miss with some sidespin throw.

that is absolutely right the real contact point is where you need to hit depending on the circumstances.

Easy enough to distinguish the "straight-in" contact point from the "actual" contact point in conversation - they're often both used for aiming.
