Not me, nope, never.for those that dont know, you are the one that gives the form to whom you pay. the t.d. may have them as well if he allows it. this is for u.s. people. i dont know china tax laws and it doesnt matter to people from u.s. unless they hold some back. but if the t.d. cuts checks then it is easy.
if you give part of your winnings to an out of country person you need to have some proof of what you did. which isnt hard to do.
you need to do same as if you win a calcutta and give part away to an investor to cover yourself.
then you only owe on what you collected. not what was advertised.
