Not sure without seeing the whole rule book, but I wonder if the jumps referred to in that rule meant balls jumped off the table as opposed to jumping the cueball. I always understood jumps were legal with the legal non scooping stroke as you say. It was just done with the playing cue as opposed to the jump cue.Interesting how it refers to a jump as a foul. Jumps were legal where we played. No jump cues back then. Just your daily player.
We used to spot balls that fell on fouls or scratches, not just move on. CB always in the kitchen. Only push you got was after the break.
