I tend to treat the 2nd ball break as a "skill shot" that has select times to use it. if your down in a match and 8 on the break counts for a win or im on the hill and wanna do something cocky. The last session i played league i ended several matches with 8 ball breaks. Its a good shot to have...

The player you mentioned is a turkish player named Erdem Kilicoglu. By far for me the most impressive shots i seen him make were some masse and force follow shots he made while he practiced.
I dont know how to do the wei table thing but i would just force follow through the white and double the rail back up tablefor the red. Easy peazy and fun!
