My opponent completes his turn at the table and sits down. I approach the table, go through my preshot routine, get down in my stance to shoot and he says from his chair, "That ball is frozen.", just as I'm about to pull the trigger.

Should this be legal in a match or tournament setting? Penalties?

I believe any balls that are frozen should be called before leaving the table.

Just curious because I see it happen more than it should.
 
Please, you can't seriously think that your opponent is going to, or should, stop after every turn and point out frozen balls. Frozen balls(:) ) can also occur during the players turn, perhaps after pocketing a ball. He has no idea of what you are going to shoot.

Perhaps in some situations, where the return shot, or next shot, is extemely obvious, as a matter of courtesy, the outgoing player should indicate if the ball is frozen as early as possible.

What he did was legal. It may be a shark or an innocent move. If you are the shooter and think it is a close call and don't want someone stopping you in mid-shot, you should discuss it. If you didn't bring it up first: were you trying to get away with something?

That reminds me of a story about a pool hustle. A hustler was playing the drunk role and a fair player thought he could beat the drunk. After loosing to the drunk he complained that the guy was pretending to be drunk and just hustling. The hustler said yes he was but "You were just trying to take advantage of a drunk".
 
If you are playing safe on a ball close to the rail, just call it frozen or not before you get down on the ball. This eleminates any sharking intentional or other. ;)

I'm with Deadon: it would be boring and tedious indeed if you had to anticipate every shot your opponent might shoot and then call 'em frozen. If the shot comes into play then you let him now.

This is really a matter of timing.

The rule, and this is for all pool games, not just one pocket,
is that a player must be informed before he shoots that a ball
is frozen. otherwise the shot plays as if the ball were not frozen.

You should have slow rolled into the ball, then looked at
your oponent and said "Huh?".
