Never seen an Arnot marked like that. They're either signed on the forearm or stamped in the buttcap.
 
The signature looks faded. Can you tell if it's above or under the finish? Meaning, can you rub it off?
 
Looks like the last part is "Lee". Really tough to tell what it says. Where was it purchased? Where did owner live? Might give some clue as to who made it. Might put pic on "Ask Cuemaker" section.
 
Is that tulip wood I’m looking at?
The after-wrap looks ore tulip than the fore arm.
..the Buska rings look aluminum...like a 60s Gina and Tad that I had.

I think it would be a nice cue to own.
