8 ball rule question.

Player breaks dry with no balls down. Next player gets up calls 11 in corner pocket but missed the 11 and hit the 2 ball but didn't pocket it. I believe this is just a missed shot and not a foul as the table is still open.

Is this correct? Had a player determined it was a foul and ball in hand.

As long as any ball made it to a rail after contact from the cue ball, no foul.
 
Most open after the break rules allow mixed combos while the table is open. If you wish to stiffen that up you'd need to establish that modification before play starts.
 
OpenTable.. no foul. Even if he made the two after calling the 11 it is no foul. Just open table for the opponent because no group was established and the called ball was not made. Only three ways you can file on an open table are a cue ball foul, contacting the 8th first, or scratching. But that depends on the rule set you're using. For instance, when playing Texas Express, the 8 ball is neutral on an open table.

And that's just if you're playing by league rules. Playing by bar rules, who the flock knows. There's so much bullshit people come up with when playing bar rules.... and most of which they never tell you about at the start of the game.

Can't strike the 8 first. Just call ball and pocket. Other hits are good with open table.

Under the rules of CSI/BCAPL/USAPL and the World Standardized Rules (WPA), until groups are determined, you may play a stripe-solid combo, so it's OK to hit the other group first. In those two rule sets, you are not allowed to hit the eight first when the table is open.

Thanks everyone. I got to find out what rules set they are actually using. It's a local Canadian Legion league but I know they are using an actual rule set and no one they made up themselves.

Well it looks like the Legion use WPA rules according to their website. I'm going to print them out to have on hand at the local league as they don't seem to have any there.

Until everybody has a legitimate tournament played by those rules, everybody can shut his pie hole.

The rules are different north of the 49th parallel.

Sounds like that player got taught by his uncle who "used to be good in college" hehe.
Another funny rule I have seen is that when someone had ball in hand, put down the cueball and picked it up again, I have seen people say that was a foul.

Do they think it's like chess and the moment you let go of the piece it is then placed and can't be moved again?
Some people do like to try and make up the rules as they go along.
