I like the idea of cues as prizes, it sorta gives a young player pride to have a decent cue of his own (if he doesn't alread), and he'll want to show it off and make use of it.
I also like the idea of making an arrangement with a pool hall owner to make a pool club for a high school or college. You can't buy tables for that much but you can buy an assortment of cues, tips, tools, etc and then use a chunk to prepay a block of time for some tables at the local pool hall. I think to make it best for the owner (this would take an unusually nice owner) the pool coach would need to be able to get into the pool hall before normal business hours so that he can spread people across several tables and not tie them up.
