It makes sense and should be played that way, if you do not know how to jump or kick then learn because good players will exploit those weaknesses.

The reason for 3 foul is to prevent a stalemate. It works too,lol JB

100% correct. In Snooker there is a rule, if players think the game is going to stalemate it is up to them to agree on re-rack. See video, starts at about 4:53, would not hurt to watch all, If re-rack is not allowed, game will not finish! If they had 3 fouls rules it prevent that.

Roughly. Texas Express Promotions ran nine ball tournaments back when the rules of nine ball were not well formed. They made up their own, including "all balls stay down" and "BIH for any foul". For better or worse, that sped up the game from the previous rules which had balls spotting and such. Some of those changes found their way into the Pro rules (PBA, 1988, below) which ended up as the official rules in the BCA rule book.

The official rules continued to evolve and are now the WPA World Standardized Rules. Texas Express Promotions is out of business and that rule set has not changed for a long time. It is also hard to find a copy to print.

A couple of decades ago Ron Shepard went through several rule sets and compiled the differences.
