What the heck is that guy doing under the balls? Looks like a caddy placing markers under them. Annoying .... no wonder the Filipinos play so good, with Rome burning all around them all the time ... they get plenty of practice focusing ... Geez ...
 
Damn...if ya gotta sratch yer nuts, I guess a guy'll come out of the crowd and do it fer ya.
 
Any guesses what that bald guy was doing. Looked like he was marking ball positions...why?
 
Its cue ball foul only, so the guy was trying to be helpful by marking the balls in case the shooter touched it by accidents. However, I have seen many of these matches and never see the balls touched. The level of play is very professional. They try to out shoot the other guy mostly, these money matches were more fun to watch than the average pro match on YouTube.

I think these guys are jammin' for a jelly, by "helping" with marking balls, pulling balls out of the pockets, etc. Somebody who knows let us know...I'm also surprised by all the jostling and railbirds moving around, sitting practically on the table. I saw one match where Efren got bumped during a shot and for the first time in 1,000s of hours of watching him on YouTube, I saw him really mad, he just turned and sat down for 5 minutes until the guy got run out of the room.

You're right, they are getting a "tip" for refereeing the match. That includes marking the score, racking the balls, making calls on close hits and chalk-marking balls before they are moved. The winner of the match traditionally will tip this guy anywhere from 5-10% of his win. Failure to tip is bad manners and can lead to consequences.

When I play a money game, someone in the crowd just elects themselves our ref and that's how it is. I know that I'm expected to give him 10% (no 5% for foreigners) if I win. It's that way pretty much everywhere I've played over there. By the way there are some great Filipino matches on YouTube. You can see many of the top hustlers in action, like Anton, the 18 year old kid. He is pegged as the next great player, already playing even with the top guys like Alex, Francisco, Dennis and Lee Vann.
