Adding a buttcap to a cue?

I have a purple heart sneaky that I want to get a buttcap with a hoppe ring as well as get some engraving done. Unfortunately there are no local repairmen capable of this task (that I'm aware of). How difficult of a job is this to perform and how much should I be looking to spend?

Edit-

The buttcap and ring would be made of phenolic and ivorine ( or similar material ). The engraving would be a small name in the ring.

Good points. I'm more or less throwing out random thoughts.

I guess my search begins with a cuemaker.
 
Her's another example of not giving enough info. If your profile gave at least the state you live in, someone could direct you to a cue maker. Without a location, I ignore these kinds of posts...JER

Any cuemaker worth his Budweiser, can do the buttcap and Hoppe ring. The engraving is a bit more complicated. Engraving on a curved surface , has to be done with the right knowledge and equipment
