Most forums have a section for off topic discussions. NPR may have became mostly political, but you can still create a thread there about pretty much anything.

We in Arizona had Arizona Billiards Newspaper that did that job great. Sadly the paper is no longer published.

The whole tournament section is a ghost town, compared to the main forum. And your proposal splits that section into potentially 49 additional sections. Brilliant.

I'll defend him a lil' bit on that. He was commenting on how clean and nice the place was and how standards of conduct for public behavior has changed drastically.
