Bender refinish

I just bought a plain black Bender. It is pretty rough, who can I have refinish this nice with a decent turn around time?

Ryan of RAT cues and Troy at Mueller do GREAT work. Let me say that again. They do GREAT work and VERY reasonable.

So what have I got? Once in a while it hits and sounds like it miscues, the guy I bought it from said that something in the butt was the cause? Any Idea what could be done with this, how it would look and potential value of cue? I like what I've heard of Ratt cues so far
 
It could be a handful of different things that make funny noises when you hit a ball. The first things I check are the tip/ferrule and then the weight system.
