Its very possible the cue is a Helmstetter made by Adam Cues in Japan.

This was going to be my guess, these five veneer points like this cue scream Helmsetter to me.

I use to handle a lot of Adam / Helmstetter cues and this cue certainly does scream Helmstetter like you said. It also has many of the problems those cues had due to the finish they used. As, you can see in the photo, there is a lot of expansion that has occurred around the inlays and veneers. This is typical of the cues produced in the Adam Factory Japan, and it can also help identify the cues produced by Miki / Mezz for Adam / Helmstetter which were much higher quality.
