Can Anyone Identify this Cue?

A friend of mine posted a photo of a cue he rediscovered in storage. His mother gave it to him years ago and insists he does not put it on EBay. I'm just trying to identify it, and determine if it's a good cue or not. There's only one photo so far, but it's distinctive enough that someone might be able to quickly recognize it.

It is an import cue, similar cues are still being sold today for around $20. The best thing he can with the cue is not use it, I would put it away for the sentimental value. Cue made like this do not hold up very well when used, because of the materials used in the cues construction and the poor quality adhesives used to hold it together.
 
Thanks for the replies... I had my doubts from the beginning that it was anything special, but even for all the lousy cheap cues that are out there, I hadn't seen such a design. I like the idea of using it in some kind of display though. I'll break the news to him. Thanks again.
