Yes. Tho if you are talking about going from a piloted SS to flat-faced
Ivory you might lose as much as 1/2 inch length in the cue.
In theory, it could ge done without the need for a refinish,
but I wouldn't want to try.
A typical charge for changeing a joint collar is $50 or so, some
may be willing to include swapping the pin for that ammount,
but the Ivory joint will likely run $100 to $200, or even more, depending.
Also, the shaft will have to be re-bored and tapped - at least.
All in all, it could run from less than $100, to more than $500 - IMHO
