Can a CNC machine is able to cut razor sharp points??
If so, please tell me the kind of tool/cutter needed and the cost for it.

A cnc mill can use a double-angle cutter to cut sharp v-groove points just like any other mill or lathe.
I am thinking he means flat bottom...

The veneerers have a distinct look to them that is different from a spliced cue you can spot from a mile away.
I agree, no without some serious optical assistance.I am going to bet that you cannot tell if a cue even has points at a distance of a mile.
I might believe a few feet but no way a mile.
My last four 6 pointers were cut on a Cnc with a cheap grizzly v-groove cutter and there is no roundness in the points whatsoever. Yep it's possible but you have to do a bit of homework.
