I guess that all depends on your design intent or building philosophy. Theoretically you could float a dowel inside with .020" clearance and let the foaming glue fill the gaps as Dave was alluding to and it will "function". But if you care or give any thought to resonance and how that layer of foam effects the feel of the hit then that glue just becomes a vibration deadener, dulling the hit. Having said that if you don't buy in to that school of thought then it is a moot point.

Both.
If you had to make your dowel more than .005" smaller than the hole so it runs end to end of that hole, your hole is off .

I guess that depends on how much smaller than your gun drill your dowel is. I am always striving to make things precise. That way when you goof a tiny bit it's still possible to be close enough. If close enough is your goal at the outset however and you goof a bit from there now you have a hack job.

huh????.............. drill the hole and turn the dowel to fit...........................
