By no means an authoritative answer, but google comes up with this:

while the website isn't an official law type website, it's just quoting the indiana statutes. It seems that only the people actually playing in a game of skill (I assume pool would count) get to win anything. So side bets would still be illegal I guess.

Looks like the selling \of a "pool" means that a calcutta style tourny might be illegal. Too much luck involved. Although the actual pool matches and gambling looks pretty clear cut.
Guys playing in the bar would be okay. Side betting isn't clear cut but not forbidden either. That means prosecutors usually don't want to push it. Too much of a headache to set precedent law I would think.

Might be one of those things they really care less about if it brings money to the city and hotel.
Just some ramblings from a non-lawyer. At least Pool tables are not considered a gambling device since they dont pay out money. Thats always good.

JMO, but even if the law says it's okay. it's going to be up to the casino managers. Honestly, I can't imagine it doing the casino any good to object. I think the ratio of pool action to casino action will probably be what, around $1:$1000? :D

edit - Just in case, wasn't implying 1:1000 with the poolplayers. lol
