Do you hit most banks with a degree of outside english?

Does "outside" mean
- CB outside english on OB cut angle or
- the CB english that produces OB running english on the rail?

The latter, and I should've added.."solely for making the OB w/o regards to shape.
I never shoot w/o regards to shape, but if shape allows I might put a little railrunning english on the OB when it's pretty close to the rail, to compensate for the lack of rolling follow.

Not habitually - always a conscious choice for a specific purpose.

I sometimes use Middle English to confuse my opponents.
As my buddy Geoff said in the middle of a tough one pocket set:

Whan that Aprill, with his shoures soote
The droghte of March hath perced to the roote
And bathed every veyne in swich licour,
Of which vertu engendred is the flour;

As for the OP, no.

Holy crap...I actually read what you wrote and before anything said “that sounds like Middle English”. Then I read what you quoted, and it all fell into place.

I’m surprised nobody has said “hard” English yet.

If it doesn’t go one rail, it may go seven or eight.

I asked this very question of Nick Varner when I took a lesson from him and he said yes I set up a full table Bank that was not on and he still said yes. I set it up as if it were the money ball.
