I want to clarify something.
When you say "deflection", are talking about what the cue stick does, or what the cue ball does?
"Deflection" has come to be known as a term to describe Cue Ball Squirt or cue ball deflection when the cue ball is hit to the left or right of center. By the looks of your post, you may be talking about what the shaft does. Although technically, your use of the term is accurate, it does not follow with what most pool players and posters on this forum describe with the term.
Manwon and KJ are both considering the cue ball deflection in their answers, and both are correct in that more tip end mass will cause more cue ball deflection. Ivory is a very heavy material and does increase the squirt of the cue ball. Cutting it down, or reducing it would lessen the mass and also lessen the cue ball deflection.
I see this miss-communication often.
