I was under the impression that ESPN didn't put up any money at all. I thought the WPBA either gave the TV rights to ESPN for free, or that they actually paid for the TV time and then sold their own advertising.
There's probably some of that coupled with the fact that the TV matches are primarily the semis and the finals and at most tournaments these are comprised of the usual suspects every event.
Yeah, the WPBA pays ESPN to air their product and then owns some of the commercial time to peddle for themselves. I think the way they pay is being charged for production costs, but maybe there is a fee for air time as well.
