EDIT: I typed riders first but then explained the runner has it easier - fixed that
I'd say runner. The runner just needs to keep her eyes on the target and focus, the riders have much more to focus on. Pedal, head down, this speed, this direction, don't look up, is she going to step on my head and break my neck! I'd much rather be the runner.
