I guess the nearby speedtrap town of Roseland is out of budget for the police department already. They keep putting out more and more decoy cars. The town is only about a mile wide and they have four decoy cars out! I think that is more than they have actively patrolling now. When a car breaks down they just park it somewhere would be my thought what is happening.
