When I worked in a pharmacy as a 16 year old in 1970, you could get 8 oz of Terpin Hydrate and Codeine once every 24 hours. There were a couple of other cough syrups with codeine also, but I forget their names. We had one addicted guy who came in once a week or so, he had a route he followed so he wasn't busted. He used to come in, smacking his lips, and ask for it. Ninety-eight cents plus 3 cents tax. Never had that penny. Once the tax went to 5 cents, the pharmacist insisted on the entire $1.03 to chase him away.

Vicks Formula 44 had codeine well in to to 70's
