Great idea to make 9 ball

Why?
I'm not a particular good braker (some days I break fairly good, some others terrible) but if someone has practiced his/her break, why take his hard earned advantage away? It's only fair, he worked on it he should enjoy the results.

In order to reward the better all round shooter
making it more than a break contest
when a guy like SVB can give the 5 ball to cory just because his
break is so powerful something seems wrong to me
am i alone in this opinion?
i might be, i know i have no interest in 9 ball anymore
is there a need or am i the only one who would prefer something more than

i am only looking for an answer to the fact that a player
is a big favorite on the basis of the break
i suggest that it is nearly impossible to match up a game with a superior player with a good break
in fact ,i never play a superior player without the break at one pocket
and i seldom play anyone who is not a lot better than me
but i would not play shane if i won with the last 8
once he breaks,it might be 5 games until i shoot and then i am hooked
its hard enough to match a game of one pocket with a great player

Make it real interesting. You break and then I get the first shot or option of passing the shot back to you, with no roll out option.
this would be spotting the non breaker quite a bit
the option i recommended would not be much of a handicap it mightslightly favor the breaker,but not much

I think there has been discussion of some tournaments played with that rule. I remember it being called something like "no controversy" rules, although I wasn't able to find it with a quick search.

Winner brakes. If you make a ball your first ball goes on the head spot. Second on Foot. Third on center. Forth on back rail. Fifth on front rail. If a spot is covered you shift up to next spot. This way you are at least playing 9 ball (not 7) and the good breaker stays at the table with more traffic and safety options.

Perhaps you are thinking of Paul Shofield's "No Conflict Rules." But they don't require a push out after the break. If the break was legal, the breaker shoots after the break even if he broke dry: http://www.goldcrownbilliardseriepa.com/no-conflict-rules/
That's exactly what I was thinking of, and I guess that's why I couldn't find it on a search!
In my defence, what I recalled was the negating of the effectiveness of the break - although they do it the other way.
