That looks like a hand-made, or at least better production, wood case, not one of the cheap cardboard or plywood things. Yes there may be someone that stuck a good cue in one of those cheap cases, but it's a lot more likely when looking at the overall clues that it is a cheap cue vs a good cue in a cheap case.
As I'm sure you know, not all plywood is cheap or low quality.
I made a box joined folio case for a graphic design student/friend years ago out of 1/4" Baltic Birch plywood, at least 5 cores. He wanted the edges shown for the pattern. He said that he had offered to buy it during three of his interviews.
