You are playing small money matches and wonder if the person you are playing is baiting you in for higher stakes!! How can you tell if this is happening?

I don't bother trying to tell if it is or not.
My own "rules":
1. I decide before I start play the most money I am willing to lose before I walk away - and stick to it.
2. I say up front I won't play for more than x amount per game / race / whatever tonight - and stick to it, win or lose.
3. I play my best game from the opening break.
4. I say no thanks to any offer, at any time, to win or lose money faster.
If I stick to 1-4, I can get beat, I can lose money, but I can't be hustled. If a better player will play me for small stakes until I am drained for the night, I feel like I got my money's worth.
One thing that bothers me about this set-up is that very good players will only show enough game to beat me, not their best game - because other potential sources of income are watching, I suppose. If I want to see a better game from them, I have to play better.
I played a stranger last night who understood immediately I wasn't a target, and he showed me
one shot - right after the first 9-ball break. He called 9 in the side, a long kick into a three-ball combo that broke the 9 quietly out of a cluster and sent it rolling toward the pocket. He just missed it, glanced at me with a twinkle in his eye and told me quietly I had made a good choice on our bet. After that, he dried right up and just kept missing balls and scanning the room.
One good result is after a couple of tries, the people who only play to get deep into my wallet leave me alone.
