my cue ball recently began "hopping" after contact with my OB on shots with a lot of side English, and with all that side spin goes "anywhere" after landing again. it used to happen once every 100 (I'm guessing) shots under those conditions but now it seems like 1 out of 5.

I don't feel like I am doing anything different that I used to.

I am not hitting hard I use my usual stroke and generate the spin with extreme follow through. It's the same way I have always shot.

I tried cleaning the felt and tried cleaning the balls.

I hope someone has some insight.

This seems the most likely cause. Remember, you are changing the squirt and masse/swerve if you hit a shot with english and your cue isn't level enough. And, of course, your cue ball may be slightly in the air when it contacts the object ball, which will also cause your results to deviate from your expectation.
