As said before, "tips" differ based on the diameter of the shaft so its not an exact thing, however my definition is in full tip increments; ie for 1 tip of right hand english, the left edge of the tip is on the centerline of the cueball.

Don't know. I made this diagram to try and figure it out.
I think that a half-tip shift is what most people think of when they say "one tip" of english.
Your drawing shows that using "whole tip" english the maximum is 2 tips.
