what happens when someone gets a bunch of negative reps? and how do you check?

They lose green's until their rep squares turn red. It's painful to watch.

anyone know how many you have to give out for it to be "spread around"? I have several people that if I try to rep it says I have to spread it around.

I've heard you have to give rep to 20 different people before you can rep a person again.

OK, now I figured out on how to check to see if I have gotten rep I went to my user control panel. I have recieved rep, how do I return the favor?? Do I have to find something they have posted to rep them back that way?

Yes. The easy way to do so is on the screen where your can see the rep comments they left. Click on their highlighted user name, which takes you to their profile. Click on the "Statistics" tab, then click "Find all posts by "so and so".
