This absolutely sucks, but I do agree with it.
This is actually a fun question. What if you are playing take what you make? Hope you got a shot on the eight.
If you make all solids on break, it's open after break your technically not solids. So technically you shouldn't be able to shoot the 8ball. You would have no choice but take stripes.
"Take what you make" in that case you could shoot the 8ball because your choice is already established from the break shot.

The CSI rule set (BCAPL and USAPL) covers this case explicitly. You may take the "missing" group and shoot the 8 for the win.
It is also possible that all of a group is pocketed without establishing groups, either by uncalled balls or fouls. The CSI rules mention that.

I’m glad I hardly ever play 8-ball…..if this ruling was made on me, I’m leaving the tournament.
Finding a way to penalize a great break is not admirable thinking.
Rules should favor excellence.
I have also refused to play in a ‘take what you make’ tournament…..I’ve seen Ronnie Wiseman make five low balls on the break…naturally this increases the chances of being hooked on the two remaining low balls…he ran out on high balls.
It also made it easier to run out the stripes.
Take what you make does add difficulty to the game which can add a little excitement.
Dumping a box of sand adds difficulty also…there are other things I‘d rather do.
thats why you need to ask the rules on every place you play. and for some reason they seem to change after the fact. and depending on who you are playing.
as long as rules are standard and easy to understand and enforce, they work the same for both players. so it really isn't important what the rules are. sometimes the help you and sometimes they hurt you. the better player gets the best of rules as he can use them more easily than the worst player to his advantage.

According to the letter of the WPA rules you would have to shoot stripes. The problem for your opponent would be that if you pot at least one stripe and then miss is that any shot your opponent then makes would be a foul shot. According to the spirit of the rules you could just shoot the 8. If your opponent argues (correctly according to the letter of the rules) then just argue them straight back about what happens next - if they still insist you have to shoot stripes then they are an even bigger **** than they were in the first place and you should just let them wallow in their misery until they start to see the beauty of life or otherwise.
All that said, there should be a rule that covers this - one thing lacking in an otherwise excellent ruleset.

Nah. The referees get paid the big bucks to make good decisions when the rules are lacking. Put them to work.

At that point, the breaker took stripes so the opponent is solid by default. Since no solids are left, he is free to shoot the 8 ball. I agree that after the break the rules may be unclear, but since a group has been taken, I think the 8 is fair game.
