I think "Attention to Detail" is the "Catch All Statment"..
With that, you cover material/wood selection, construction/building details/techniques.. Usage of the best supplies such as glues, abrasives, cutters, machinery. In other words, you have researched and found the best products and methods that "covered each aspect of every step" to achive the best results to achive the Feel and Hit you want in your cue..
The best hitting Cue is Subjective.. Of Course...

If you mean which cue parts,
Richard Black once said, "90% of the hit is in the Shaft and 90% of that is the Tip".

All the above and more. It's a science. Anybody who can read or see a video can assemble a fine cue for playing. There's instructions of everything including wood choice, etc. But "great" is no accident. There's too much to break it down & write. Simply put, you gotta know your stuff & know how to put everything together in such a way to get prime results. It's kinda like chemistry or cooking. 100 chefs get the same basic ingredients, but only a select few will make a truly great pizza. Just like they won't say how, a cuemaker won't say.

Funny, I thought it was a big huge helping of bull$hit, and some wild claims, mixed in with a good bit of bashing on methods you can't use yourself.
